washington bickers over the fiscal cliff and who's going to pay more in taxes, in great britain, lawmakers are telling some american companies it is time to start paying their fair share there in the uk. even throwing around terms such as shame, outrageous when talking about it. executives from google, amazon, and starbucks all appeared before a parliamentary committee looking into how international companies minimize the tax they pay in the uk. richard quest is in london to explain it all. now, richard, not necessarily talking about tax evasion here. it's more like avoidance, minimization, what's the concern? >> reporter: that's exactly the point. the companies are not breaking the law, not doing anything wrong. the accounts committee described their actions as immoral claiming they have r. so arranging their tax affairs so as to pay no tax in the country where the money is earned. this applies to google, which uses ireland, applies to amazon, on the continent, and it applies to starbucks in amsterdam. what we learned is how these companies arrange their affairs. so even though the latte

out of washington is pretty pessimistic today about getting any kind of deal averting the fiscal cliff. we're hearing from folks on the hill there are no -- there are no private, you know, mat matchinations or talks. it is up about eight points around the 13,000 level. keep in mind the date is december 4th, 2012. if we go off this cliff, how much do you think the dow will lose. conman price, can you slap a number on that? >> no, no way to do that. what i do know -- >> how worried are folks on wall street? >> well, i think they're very worried. when i talked to folks out there trying to create jobs and find some certainty in the market so they can expand their businesses and create jobs, what they say is that all of this uncertainty hurts and so that's why we're so -- i'm confounded by an administration and president who seemingly isn't interested in providing that certainty. that's what we need to work on. that's what the negotiation process ought to be bringing us. certainty in the tax code, certainty in regulatory policy, all the kinds of things that are harming job creation right no

's go to washington. john boehner is reswrekting the president's michelle proposal involving the fiscal cliff. let's lisp in. >> the president in the coming days. during the campaign the president pledged to american people that he would seek a balanced approach to addressing the debt with a combination of new revenues and spending cuts. the day after the election i said the republican majority would accept new revenue as part of a balanced approach that includes real spending cuts and reforms. now, the white house took three weeks to respond with any kind of a proposal, and much to my disappointment, it wasn't a serious one. still, i'm willing to move forward in good faith. our original framework still stands. instead of raising tax rates, we can produce similar amount of revenue, reforming the tax code to close loopholes and lower tax rates. it's far better for the economy when the american people paver on that approach by 2-1. they favor it eep more when we can also show them that real spending cuts will, in fact, reduce the deficit. now, there have been many conversations over the l

the fiscal cliff. that's called into question the anti-tax pledge republicans have signed. iffer some lawmaker that is means no agreement. >> it is not the norquist pledge but the americans no tax reform pledge and the one thing really keeping republicans -- i don't know what republicans stand for. it looks like for this in washington, it's a host of things. at least the democrats are responsible enough to get loans from china. the republicans want to do it without paying for it without any fiscal discipline. at one point the republicans have to do it -- the pledge was the last they based it on. >> nothing was done, though. that's a bad thing, aaron. >> why? i'm not sure that it is. i'm not sure that this fiscal cliff really is a fiscal cliff. i think that it changes the baseline. republicans get better negotiating position on the other side when they are not scared to death of their own shadow and fearful of not looking reasonable. to think that the same joker who is got us this compromise will somehow get us a better compromise is absolutely silly. some of these guys have been voted
